A safe withdrawal rate is the percentage of your starting portfolio you can take in year one, then increase with inflation each year, without running out over your retirement. The familiar answer is 4%, which came from research on historical US market data over thirty-year periods. It is a useful starting point and a poor rule to follow rigidly, because its assumptions are specific and your situation probably differs from them.
The original work tested a thirty-year horizon, a portfolio of roughly half to three-quarters US equities with the rest in bonds, inflation-adjusted withdrawals held fixed regardless of market conditions, and historical US returns. Change any one of those and the safe rate moves. A forty-year retirement, a global portfolio, or high fees each reduce it.
The most important detail is the fixed-withdrawal assumption. The rule deliberately tested the worst case of a retiree who never adjusts spending, because that is the hardest scenario to survive. Real retirees do adjust, and that flexibility is worth more than any change in asset allocation.

A withdrawal rate is a claim on net returns, so every basis point of cost is a direct reduction in what you can spend. A retiree paying 1.15% in combined fund and adviser fees has given up close to a full percentage point of sustainable withdrawal before any market outcome. That is a larger effect than the difference between 3.5% and 4%, and it is entirely under your control.
This is why cost discipline is a retirement-income decision rather than merely an investment one.

That final line is the point most withdrawal-rate discussions miss. Guaranteed income changes the arithmetic more than the rate you pick, because it is inflation-adjusted and does not fall when markets do.
Start at a rate appropriate to your horizon, then set rules in advance for what you will change and when. Decide which expenses are discretionary, agree the portfolio level that triggers a cut, and write it down before you need it. Pre-committed flexibility is what turns a fragile plan into a resilient one.
Then reduce how much of your spending depends on the portfolio at all. The Social Security Administration increases benefits for each year you delay claiming past full retirement age up to seventy, and that higher inflation-adjusted payment covers base expenses no market can interrupt. For many retirees, delaying is the single most effective way to raise sustainable income.
