Two quotes are only comparable when the coverage behind them matches. Here is what to hold constant before you look at price.

A cheaper insurance quote is only cheaper if it covers the same things. Most people compare premiums against quotes with different limits, different deductibles and different exclusions, which is not a comparison at all. The whole discipline of shopping well is holding coverage constant first, then letting price decide between genuinely equivalent options.
Write down your target coverage before you talk to anyone: liability limits, deductibles for each peril, replacement-cost versus actual-cash-value settlement, and any endorsements you need. Give every insurer that identical specification. Otherwise each one quotes what suits their pricing and you end up choosing between six different products on one number.
The single most common distortion is deductible. A quote that looks 18% cheaper often carries a deductible twice as high, which means you have not saved money, you have moved risk onto yourself and paid a small amount for the privilege.

An insurer that pays claims slowly or disputes them is worse value at any price. Check the complaint record and financial strength before deciding. State insurance departments publish complaint data by insurer, and the National Association of Insurance Commissioners maintains a consumer complaint index that lets you see whether a company generates more complaints than its market share would predict.
Financial strength matters for long-duration policies in particular. For life insurance, where the promise may not be tested for forty years, an insurer's ability to pay decades from now is part of the product you are buying.

This is the normal shape of insurance quotes, not an unusual case. Any quote that arrives materially cheaper without you having changed anything is almost always cheaper because something was removed.
Shop at renewal, after any life change that affects risk, and any time your premium rises without a claim. Loyalty is rarely rewarded in property and casualty insurance: renewal pricing frequently drifts upward on the assumption you will not check, and the only defence is checking.
Once every two years is enough for most policies, and annually if your premium has been rising. Keep your coverage specification on file so the next round of quotes takes twenty minutes rather than an afternoon.
